This is a set of vintage Homco Christmas Elves Figurines, specifically the #5406 series. These ceramic or porcelain figurines, often called "Santa's Helpers" or "Toy Makers," come in sets of three and were manufactured in Taiwan, in the late 1970s or 1980s.
